【 Project Overview】

This project involves the construction of a new first-class general fire station, with a land area of 4,235.74 square meters and a total construction area of approximately 5,125 square meters. The main buildings include: a 4-story fire protection business building; One 7-story training tower (approximately 28.5 meters), all of which are frame structures. The estimated investment for the project's initiation is 32.9 million yuan.

【Project Progress】

1) Survey and design: The scheme design, detailed survey of the building project, construction drawing design, foundation pit design, and intersection design have been completed.

2) Approval and construction application: Project initiation approval, construction land planning permit, forest felling permit, engineering planning permit, intersection opening approval, pre-examination of sponge city, approval for the construction of civil air defense in alternative locations, and budget estimate application have been completed. Ongoing: Payment of the off-site construction fee for civil air defense, review of construction drawings, fire protection review, verification of the design estimate with the district review center and obtaining the approval of the estimate, application for the construction permit, and filing of the soil and water conservation plan.

3) Bidding and Procurement Contract: Bidding situation: The bidding announcement was issued on November 12, 2019, and the notice of winning the bid was issued on December 9, 2019.

4) Contract signing status: The project management contract and supplementary design agreement for the Jiashi Fire Station construction project have been signed with the construction unit. Subcontracts for the design of intersection opening and the design of foundation pit support engineering have been signed. The cost consulting contract, survey document review contract, green building consulting service contract, construction drawing design review contract, soil and water conservation scheme design contract, supervision contract and construction contract have been signed. Ongoing: Monitoring contract, supplementary agreement for the bidding agency.

【Work Effectiveness】

1) Design effectiveness: As the design unit of this project, our company, due to the transformation and transfer of the fire brigade and the changes in the functional requirements of the fire station by the user unit, has repeatedly solicited opinions from the user unit regarding the functional needs of the fire station. After nearly 9 months of efforts, we have successfully completed the scheme design. Our company fully implements the "Promotion Plan for the Construction of High-Quality Fire Stations in Guangdong Province", striving to build high-quality fire stations that not only meet the needs of duty, training, work and life, but also reflect the characteristics of fire protection.

2) Effectiveness of approval and construction application: Our company handles the approval and construction application based on the power of attorney issued by the construction unit to us. We independently handle the engineering planning permit, intersection opening approval, pre-examination for sponge city, and budget estimate application, etc. This shortens the time for approval and construction application and increases the efficiency of handling affairs.

3) Effectiveness of the bidding contract: Our company has prepared the bidding documents, issued the bidding announcement, organized the qualification review, opened the bids, evaluated the bids and awarded the contract for this project's bidding. In accordance with the relevant regulations on the reform of bidding and tendering in Shenzhen, our company does not require bidders to prepare technical tender documents, nor does it conduct technical tender reviews. The period from the release of the tender documents to the deadline for submission of tender documents shall not be less than five working days, which saves more than ten days compared with the time stipulated in the "Regulations for the Implementation of the Bidding and Tendering Law". From the release of the tender announcement (November 12, 2019) to the issuance of the notice of winning the bid (December 9, 2019), it only took 27 days. The construction contract was signed on December 11, 2019, 30 days ahead of schedule. According to the "Regulations on Projects Required to be Tendered", for the procurement of services such as surveying, design, and supervision with a single contract estimated value of less than 1 million RMB, our company will compare and select three or more service providers, and choose the best one as the service provider for this project to directly sign the entrustment contract. Due to the small scale of this project, all service procurement adopts a direct entrustment scheme, eliminating the need for bidding and tendering. This saves the bidding agency fee, shortens the bidding time, and more efficiently advances the construction progress of the project.
