The construction project of Xili Campus of Shenzhen University
The construction project of Xili Campus of Shenzhen University (Phase II) is located in the Xili University Town area of Nanshan District, Shenzhen. The design of Xili Campus adheres to the principles of "openness, ecology, intelligence and intensification", with equal emphasis on ecology and humanity. The design is based on the concept of "compact clusters and disciplinary integration", breaking the past pattern of independent and scattered departments and forming multiple relatively concentrated disciplinary clusters, creating a teaching and research environment featuring resource sharing and convenient communication. The project is constructed in two phases. The first phase was completed and put into use in March 2017, and the second phase started construction on December 1, 2018. The main construction contents of the second-phase project include student dormitories, canteens, activity rooms for international students, the comprehensive building of the central library, public teaching buildings, the law and business department, as well as administrative office and full-time research rooms, etc. After its completion, it will be conducive to the further development of various colleges and disciplines of Shenzhen University and promote the improvement of the overall educational level of the university. As a full-process engineering consulting firm, the company has mainly achieved the following results:
I. Planning and Management Effectiveness
Centering on the tasks of the full-process consulting management of this project and the specific goals of project management, detailed deployment and planning were made for the integration of agency and consultation. A sound project management organizational structure was established, the job responsibilities of each department and position were clearly defined and detailed, the work content of project management was decomposed, and the work procedures and systems for full-process engineering consulting were formulated. The project planning, management system and process planning, project goal planning, overall control plan planning, and project organizational structure planning were completed, laying a solid foundation for the smooth progress of project management work.
Ii. Design Management Effectiveness
Through the management model of full-process project consultation, the system organizes and coordinates the close cooperation of multiple units, making the overall operation of the project more smooth. At the same time, by establishing a strict management system, process system and guarantee system, problems can be identified as early as possible and dealt with promptly during the progress of the project. The design department has cumulatively put forward 1,250 reasonable opinions and suggestions. A preliminary estimate shows that the total cost has been saved by 50 million yuan and the construction period has been shortened by more than three months. BIM technology management work: A total of 992 reasonable opinions and suggestions were put forward. Preliminary estimates show that the cost was saved by over 20 million yuan. Through BIM technology, the overall progress plan was optimized, and the construction period was accelerated by about 8 months, ensuring that the total planned construction period was compressed by nearly one-third compared to the total quota construction period.
Iii. Effectiveness of Procurement and Bidding Management
The management of procurement and bidding closely revolves around the essential connotations of this work: "openness, fairness, impartiality, logic, rigor, continuity, mechanics, irreversibility, one-off nature, and confidentiality". It focuses on strictly implementing the daily management of bidding at all levels, strictly following the regulations of the bidding management system and process, and conducting thorough and effective potential market research before bidding. We have sorted out the performance risks of the bidding project in a list-based manner and proposed countermeasures. We have implemented a three-level plan for controlling the bidding progress, a three-level review of the bidding documents, and defined the interface, unit, time and responsible person for the bidding collaboration work. This has effectively ensured that the bidding goals are clear, the risk analysis and prediction of the bidding project and the countermeasures are full and effective, the bidding progress is completed on time, and there has been no failed bid or complaint. It provided a strong guarantee for the smooth progress of the project.
Iv. Investment Management Effectiveness
Investment control starts from the source. Centering on the approved budget estimate, the budget estimate is decomposed. It is divided by tender sections and precisely decomposed to each tender project. It is also divided by design specialties, with clear engineering design limits for each specialty. Control is implemented layer by layer. According to the on-site implementation situation, acceptance and settlement are carried out in sections to fully grasp the investment dynamics of the project.
V. Project Management Effectiveness
1) Engineering safety management measures: Formulate the safety goals and work system of the project, and organize the participating construction units to establish a safety guarantee system. Safety goals are decomposed layer by layer, and safety scope responsibilities are assigned to individuals. From plan formulation to training and briefing, and then to on-site implementation, it ensures that all-round and full-process safety supervision is in place. Clarify the participation of all staff in safety management and enhance the self-safety awareness of construction personnel. Through weekly safety inspections, monthly safety summaries, and regular special safety checks, we strengthen pre-event and in-event safety management, reduce potential safety hazards at construction sites, and prevent the occurrence of safety accidents. In the third-quarter safety assessment conducted by the Public Works Bureau in 2019, it ranked third. In the fourth-quarter "Sword Action" red list of the Housing and Urban-Rural Development Bureau in 2019, it was awarded the title of Municipal Safety and Civilization Demonstration Construction Site.
2) Quality management measures for engineering projects: Quality objectives: All individual projects must ensure the provincial quality project award, and the comprehensive building of the Central Library should strive for the "Lu Ban Award". Formulate the quality objectives and working system of the project, organize the participating construction units to establish a quality assurance system, and compile detailed rules for engineering quality management. In accordance with national laws and regulations, provincial and municipal standards, and the quality guidelines of the Public Works Bureau, further clarify the quality responsibilities of each participating construction party, enhance the quality awareness of each participating construction unit, and establish project quality standards. From the design stage to construction, and then to the final acceptance and handover, quality control is carried out throughout the entire process and in all aspects. During the design stage, actively participate in the review of drawings. Besides identifying issues such as "errors, omissions, collisions and deficiencies", focus on conducting technical feasibility studies to prevent problems such as inability to implement or poor implementation effects during construction. During the bidding stage, highlight the key and difficult points of the project as well as the technical requirements, help the construction unit correctly understand the project, and ensure that all technical measures during construction can be smoothly implemented. During the construction phase, strengthen the control before and during the process, and do a good job in planning and setting up samples first. Strengthen the dual control of "raw materials and processes", and strictly control the entry of materials and the concealment of processes. Strengthen the acceptance during the process, decompose the acceptance, and reduce the difficulty of solving problems. During the completion acceptance and handover stage, a systematic and comprehensive final inspection of the project is conducted to ultimately resolve any remaining issues from the process. Handle the issues raised by all parties in a write-off manner to ensure that the user units can use the project normally after its handover. Through various quality control measures, the quality level has steadily improved and has reached the top ten of the Public Works Department.
3) Project progress management measures: Based on the characteristics of the project, prepare the overall construction control plan for the project and each unit project. Urge all participating construction units to formulate their own work plans in accordance with the requirements of the overall control plan, and ensure that they are coordinated and unified with each other. At the same time, leverage the professional advantages of full-process consultation and resource integration to uniformly manage all on-site participating construction units and supervise and inspect the implementation of various plans. Through annual plans, monthly plans and weekly plans, the goals of each plan are decomposed layer by layer to ensure that the overall control plan can be completed on time. Strengthen pre-event and in-event control, and do a good job in the feasibility of the plan, technical operability, the advancement of materials and equipment, and the matching of labor force, etc., to ensure the final implementation effect of the plan. Thanks to the efforts of all participating construction units in 2019, the current construction progress is in line with the planned schedule.
